Here is our translation of the official press release.

FIM Grand Prix World Championship
Decision of the Grand Prix Commission

The Grand Prix Commission, composed of MM. Carmelo Ezpeleta (Dorna, president), Paul Duparc (FIM), Hervé Poncharal (IRTA) and Takanao Tsubouchi (MSMA), in the presence of Jorge Viegas (FIM president), Carlos Ezpeleta (Dorna), Mike Trimby (IRTA, secretary of the meeting), at a meeting held in Doha on March 7, 2020, took the following decisions:

Sports regulations

WITH IMMEDIATE EFFECT

DRIVERS ACTIVELY COMPETING
The Grand Prix Commission (GPC) has clarified the conditions under which a driver will be classified after an interruption of racing. It is already required that drivers be “actively competing” to be classified. This is currently defined as a rider riding on the track, or attempting to repair/restart their motorcycle, or rejoining the track or returning to the pits.
The GPC decided to add that the driver's motorcycle must be able to re-enter the track.
The FIM MotoGP Stewards will continue to be the sole judge of whether a rider is actively competing, including the condition of the machine, and no appeal is possible against the decision of the FIM MotoGP Stewards.

.LONG TOUR AND RIDE THROUGH PENALTIES
The GPC has decided to have more consistency regarding the “long tour” and “ride through” penalties.
A driver who receives a “ride through” or “long lap” penalty will have three laps to respect the posted penalty and comply with the sanction.
The only exception will now be that a driver receiving a two-lap long penalty will have five laps to respect the posted penalty table and comply with the penalty.

ENTRANCE FEES FOR WILDCARDS
No changes have been made to the fees charged to drivers for wildcard entry. However, the fee for the FIM GP license for a single event will now be collected by the IRTA, together with the entry fee, and then transferred to the FIM. The net effect is that there is no increase in total costs for pilots.

Medical regulations

WITH IMMEDIATE EFFECT
Following confusion at some previous events, the GPC has confirmed that the cost of transporting an injured driver from the circuit to a hospital is the responsibility of the event organizer.
Staff teams and other paddock workers often have to start work very early and continue until late. The regulations in this area have therefore also been amended to require medical personnel to be present on the circuit between 7:00 a.m. and 23:00 p.m. every day of the event when work is taking place in the paddock.
