New regulations on MotoGP concessions have been announced: Japanese manufacturers will greatly benefit from it.

The Grand Prix Commission has approved new regulations regarding MotoGP concessions. The pressure to help Yamaha et Honda to regain competitiveness has brought concrete results. Dorna Sports, FIM, IRTA and MSMA have reached a unanimous agreement.
The official press release explains that the concessions will be calculated in two windows: “ the first goes from the first event to the last event of the season. The second runs from the first event after the summer testing block to the last event before the start of the summer testing block of the following season ».
Manufacturers will be classified into four grades (A, B, C, D) based on the percentage of maximum possible points they have accumulated in each window. This ranking determines testing days and drivers allowed, wild-card appearances, number of engines, engine specifications, aerodynamic improvements and number of tires provided for testing.
In the 2023 manufacturers ranking, Ducati (700 points, 96%) ranks in category A, KTM (373 points, 51%) and Aprilia (326 points, 45%) in category C, while Yamaha (196 points, 27%) and Honda (185 points, 25%) in D.
MotoGP reached unanimous agreement
If a manufacturer changes category during window 2, the following permissions are granted:
Immediately :
The tire allocation for testing will be reduced/increased based on ranking position, unless the manufacturer has already used a higher number of tires than it was reduced to.
Private tests with or without contracted pilots.
Test at any GP circuit or three manufacturer-designated circuits for the remainder of the season.
Increase or decrease the number of wildcards. This includes the cancellation of all already approved Wildcards for the period following the testing ban.
Aerodynamic upgrades will be reduced/increased based on their rank (unless the manufacturer has already used higher aero specs than the reduced ones).
If you move from grade C to grade D: increase in engine allocation, engine specifications are free and an additional aerodynamic improvement is allowed if a previous one is deleted.
For the following season:
In the event of a move from rank D to rank C: reduction of the engine quota, freezing of engine specifications unless the manufacturer returns to rank D by the end of the season.
